Retail center remodels and tenant improvements

Dublin's shopping centers have been remodeled and expanded repeatedly, and each change of tenant means taking out ceilings, walls and flooring inside a suite. A commercial building has no small-residential exception, so the area being renovated needs a survey by a DOSH-certified consultant who has passed the EPA building inspector course, nonfriable materials included. Landlord and tenant should agree early on who commissions the survey and who pays for any abatement.

Office suites and business-park buildings

In occupied office buildings, abatement is usually phased suite by suite or floor by floor, often after hours, with containment and air handling planned so neighbors are unaffected. Where regulated material reaches 100 square feet, 100 linear feet or 35 cubic feet, or the work is a demolition, BAAQMD needs notice at least ten working days before the start. The start and end dates on the J# are firm and must be revised if the schedule slips.

Multifamily buildings and HOA common areas

Roughly a quarter of Dublin's housing units sit in structures with five or more units, and renovation anywhere in such a building needs the full certified survey, even inside a single unit. Documents a property manager should keep

Keep one file per job. These records answer questions from the air district, the city, future buyers and the next contractor:

  • The survey or lab report, with the consultant's certification number
  • The BAAQMD J# letter and any revisions to its dates
  • The abatement contractor's Cal/OSHA notice for the job
  • Air monitoring and clearance results from the consultant or site surveillance technician
  • The signed waste shipment record returned from the disposal site

Under Regulation 11 Rule 2 the waste shipment record names the generator, the transporter and the disposal site and gives the approximate volume in cubic yards; the disposal site sends a signed copy back to the generator. Cost for commercial work depends on the surveyed quantities, phasing and after-hours access, and the waste class.
